    The House Committee on the Judiciary moves to amend the bill

on page four, section two, line fourteen, following section two, by inserting a new section three to read as follows:

    “§5-26-3. Scope of article; definition.

    “Minority” as used in this article means gender, religious, ethnic or other groups making up ten percent or less of the population or groups which have historically been discriminated against.”
